Cobalt Drier is an additive that is used to hasten drying time. Generally speaking it will cause an ink to dry from the outside in, and should be used in extreme moderation. 1-2 drops is usually more than sufficient to achieve the desired result.

The drier 2003 combines cobalt and manganese dryers: cobalt speeds drying of the ink film surface, while manganese works in layers. Add no more than 2 or 3 percent of the product to the ink. It should be noted that adding larger amounts in no way improve the drying process; a dryer in its pure state does not dry at all. This dryer mixes Manganese (2 parts) and Cobalt (1 part).
